Engage a Real Estate Attorney
Before making any offer, appoint a licensed Israeli attorney (עורך דין). They will conduct title searches, review contracts, and protect your interests throughout the transaction. Attorney fees are typically 0.5–1% of the purchase price.
Obtain a Tax Identification Number
Foreign buyers must obtain an Israeli tax ID (מספר זיהוי) from the Israel Tax Authority. Your attorney can assist with this process, which is required before completing the purchase.
Sign a Letter of Intent
Once you identify a property, a non-binding letter of intent (LOI) is typically signed to reserve the property while due diligence is conducted. A small deposit may be required at this stage.
Due Diligence
Your attorney will verify the title deed (נסח טאבו), check for liens or encumbrances, confirm planning permissions, and review the building's legal status. This typically takes 2–4 weeks.
Sign the Purchase Agreement
The formal purchase contract (חוזה מכר) is signed by both parties. A deposit of 10–30% is typically paid at this stage. The contract is legally binding.
Pay Purchase Tax
Purchase tax (מס רכישה) is paid to the Israel Tax Authority within 60 days of signing. Rates vary based on whether you are a resident, non-resident, or purchasing an investment property.
Transfer of Ownership
The remaining balance is paid, and the property is registered in your name at the Land Registry (טאבו). Your attorney handles the registration process.
